		<description>Dear Dashka,

The 2007 International Privacy ranking placed Russia and the United Kingdom in the same category (black) for surveillance and, specifically, gave both countries the lowest score for &quot;Visual Surveillance&quot; (1). I must apologise however because, in terms of numbers, the report actually recognised that the United Kingdom, and NOT Russia, has the highest proportion of CCTV Cameras per head. 

The editing process confused what originally was meant as a comparison between the overall levels of surveillance, in which Russia did indeed score marginally worse than the UK (1.3 against 1.4), with the real emphasis of the article, which was specifically CCTV.
